Orzala Nemat, the prosecutor for the People’s Tribunal on the Rights of Afghan Women, has named senior Taliban figures, including Hibatullah Akhundzada, Sirajuddin Haqqani as the group’s accused leaders.
Other leaders accused by Nemat include Mullah Mohammad Yaqoob, Abdul Ghani Baradar, Noor Mohammad Saqib, Khalid Hanafi, Abdul Hakim Haqqani, Neda Mohammad Nadeem, Habibullah Agha, and Abdul Haq Wasiq.
Speaking before the tribunal in Madrid, Nemat said that all authority within the Taliban regime is concentrated in the hands of its supreme leader and a small inner circle, describing this structure as “highly centralised and unaccountable.”
She noted that since the Taliban’s return to power in 2021, governance has been dominated by a limited group of influential figures who have shaped the movement’s military strategy, ideological framework, and administrative decisions.
Nemat emphasised that the Taliban’s system of rule remains exceptionally closed, adding that over the past four years, no external or internal actor has been able to challenge its core leadership.
